
Envoy’s Plans for Resolving Russia-Ukraine Conflict
Retired Lieutenant General Keith Kellogg, appointed by President Donald Trump as the U.S. special envoy for Ukraine and Russia, is reportedly preparing options to end the ongoing conflict in Ukraine. In recent meetings with U.S. allies, Kellogg discussed formulating strategies to present to President Trump.
While there has been speculation about an imminent proposal, Kellogg has denied plans to present his report at the upcoming Munich Security Conference. He emphasized the importance of coordinating with officials from all NATO countries before finalizing any plan.
In June 2024, Kellogg, along with Frederick H. Fleitz, presented a detailed peace plan to then-presidential candidate Trump. The proposal advocated for a ceasefire along current frontlines, compelling both Russia and Ukraine into peace negotiations. It suggested continued military aid to Ukraine if it agreed to the ceasefire and talks, with increased support if Russia declined. The plan also recommended that Ukraine postpone its NATO membership aspirations and accept de facto Russian control over occupied territories without formal cession.
President Trump has been vocal about the need to end the conflict, though he has yet to provide specific public proposals. He has expressed a desire to negotiate a resolution swiftly, emphasizing the urgency of the situation.
