
DisCos Required to Publish Meter Purchase Refund Information
The Nigerian Electricity Regulatory Commission (NERC) has mandated that all electricity Distribution Companies (DisCos) publicly disclose details of refunds made to customers who purchased meters under the Meter Asset Provider (MAP) scheme. This directive, issued on February 25, 2025, requires DisCos to publish refund information on their official websites to enhance transparency and demonstrate commitment to the refund process.
Under the MAP framework, customers who opt to pay upfront for meters are entitled to refunds from the DisCos through energy credits. The reimbursement schedule is subject to approval by NERC, considering the financial standing of each DisCo.
This initiative aims to address consumer concerns regarding inconsistent refund practices and to encourage greater participation in the metering program. By ensuring that refund details are readily accessible, NERC seeks to promote accountability within the electricity distribution sector.
In addition to public disclosures, NERC has instructed DisCos to submit monthly reports detailing the total monetary value of refunds issued to customers. These reports are intended to facilitate ongoing monitoring and compliance assessment by the commission.
This directive is part of NERC’s broader efforts to close the metering gap in Nigeria, which currently includes over seven million unmetered users. The commission emphasizes the importance of metering in reducing industry losses and improving revenue collection, thereby enhancing the overall efficiency of the Nigerian Electricity Supply Industry.
