
States Alerted: FG Will Not Cover Unpaid Liabilities
The Federal Government of Nigeria has announced that it will no longer assume responsibility for unpaid liabilities incurred by state governments. Accountant General of the Federation, Dr. Oluwatoyin Sakirat Madein, emphasized the need for states to address revenue leakages and enhance their revenue generation and collection processes. This initiative aims to ensure that state governments receive their due revenues promptly, thereby preventing the Federal Government from being burdened by unpaid liabilities.
During a working visit to the Federal Pay Office in Kano, Dr. Madein highlighted the importance of financial discipline and directed Federal Pay Officers (FPOs) to ensure that Ministries, Departments, and Agencies (MDAs) comply with the Federal Government’s public financial management reform initiatives. She urged FPOs to adopt financial prudence and integrate modern financial reforms into their daily operations, noting that manual processes in financial activities will soon be obsolete. The adoption of modern technology in the accounting profession is deemed essential for efficiency and accuracy.
Furthermore, the Office of the Accountant General has commenced the implementation of an enterprise concept management system to fully digitize financial activities, including those of FPOs. Dr. Madein also encouraged the adoption of a performance management system to replace the traditional Annual Performance Evaluation Report (APER), aiming to involve all staff and serve as a tool for measuring management performance. She emphasized the necessity for FPOs to be digitally prepared and proficient in computer operations to align with these reforms.
