Washington DC Clinic: Nigerian Doctor’s Opioid Scheme Exposed
Dr. Ndubuisi Joseph Okafor, a 65-year-old physician from Upper Marlboro, Maryland, was convicted on March 21, 2025, by a federal jury in Washington, D.C., for operating a “pill mill” from his medical practice, Okafor Medical Associates, located in Northwest Washington, D.C.
Between May 2021 and April 2023, Dr. Okafor illegally distributed prescriptions for narcotics, including oxycodone and promethazine with codeine, in exchange for cash.
He issued these prescriptions outside the usual course of professional practice and without legitimate medical purposes. The investigation revealed that he prescribed over 200,000 pills across 37 states between March and November 2022, utilizing a network of trusted customers and false identities.
Undercover officers and confidential sources provided evidence that Dr. Okafor used opioids as the primary treatment option for every recorded visit, leading experts to characterize his practice as a “classic pill mill.”
Dr. Okafor faces up to 20 years in prison for each of the 24 felony counts at his sentencing hearing scheduled for June 20.
