Ibas Directs Local Governments to Provide Financial Reports

Vice Admiral Ibok-Ete Ibas (Retd.), the Sole Administrator of Rivers State, has directed the Heads of Local Government Administration (HLGAs) across the state’s 23 councils to submit comprehensive reports detailing their activities over the past two years.

The directive, communicated through a letter from Dame Dr. Itong Awani, Permanent Secretary of the Ministry of Local Government Affairs, outlines specific requirements for the reports, including:​

  • An overview of council operations​
  • Staffing details​
  • Sources of revenue​
  • Descriptions of ongoing and completed projects​
  • Financial challenges encountered​

HLGAs were instructed to submit these reports by Wednesday, March 26, 2025. ​

This development follows the recent release of previously withheld federal allocations to Rivers State’s local governments. In response, Administrator Ibas has also directed the immediate payment of outstanding salaries to local council employees.

The directive has elicited varied reactions among local government officials and stakeholders, with some expressing concerns over the urgency and potential political implications of the request.
