
Lawsuit Alleges Billionaire Aided Hamas in October 7 Attack
Bashar Masri, a Palestinian-American billionaire and prominent developer, is facing a lawsuit filed by nearly 200 American family members of victims killed in Hamas’s October 7, 2023, attacks in Israel. The plaintiffs accuse Masri of facilitating Hamas operations by allowing his Gaza-based properties—including the Gaza Industrial Estate and two hotels—to be used for constructing tunnels and launching sites for Hamas activities.
These properties, developed with support from international organizations such as the World Bank, USAID, and the UN, are alleged to have been misused for terrorist infrastructure.
The lawsuit alleges that Masri and his affiliated companies violated the Anti-Terrorism Act by providing material support to a designated terrorist organization. Specifically, it claims that Masri’s properties were used to conceal and power Hamas’s tunnel network, which played a central role in the October 7 attacks. The complaint further suggests that Masri’s investments and business dealings inadvertently supported Hamas’s military operations.
Masri has denied these allegations, describing them as baseless. He maintains that neither he nor his businesses have engaged in unlawful activities or supported violence. Masri emphasizes his commitment to peace and humanitarian efforts and intends to seek the dismissal of the lawsuit.
This legal action is notable as the first known lawsuit accusing a U.S. citizen of materially supporting the October 7 Hamas attack, which resulted in over 1,200 deaths, including more than 40 Americans, and the abduction of approximately 250 hostages.
