Court Halts Rivers Sole Administrator's LGA Appointments

Court Order Ignored: Ibas Appoints Administrators for 23 Rivers

​Vice Admiral Ibok-Ete Ibas (retd.), the Sole Administrator of Rivers State, has appointed administrators for the state’s 23 local government areas (LGAs), despite a Federal High Court order restraining such actions. ​

On March 28, 2025, Justice Adamu Turaki Mohammed issued an interim injunction in Suit No. FHC/PH/CS/46/2025, filed by the PILEX Centre for Civic Education Initiative. The court order specifically restrained Ibas and his agents from appointing sole administrators or their equivalents to oversee the LGAs.

Despite this legal directive, Ibas proceeded with the appointments, as announced by the Secretary to the State Government, Prof. Ibibia Worika. The appointments took effect on Monday, April 7, 2025. ​

This development follows the declaration of a state of emergency in Rivers State on March 18, 2025, by President Bola Tinubu, citing intense political instability. The declaration led to the suspension of Governor Siminalayi Fubara, his deputy, and members of the state’s House of Assembly, with Ibas appointed as the Sole Administrator.

The decision to appoint LGA administrators in defiance of the court order has intensified legal and political tensions in the state. The court has scheduled a substantive hearing on the matter for April 14, 2025.
